Although new legislation may ameliorate the problem, this certainly will make things harder for cites to spread costs over a wider tax base than the property tax base. After a lot of searching, I found the court’s decision posted on the KCCI website. The lengthy briefs and proposed rulings are on the class action plaintiffs’ website.
